Seeing has how he's successfully directed several major disaster responses in the last few years,... you must ask what's different about this one?
Maybe... it was one of the biggest storms to directly hit a major coastal US city in quite some time. Or, maybe the state and municipal governments, whose principal responsibilities include overseeing an evacuation and first response, didn't make the cut. Or, of course, Mike Brown was too busy watching Family Guy, like me!
I'll tend to bet on the first two...
