Not that it excuses what he did, but I'd like to know if any of his actions were intended to damage the US. From the article, it sounds like he stole documents to use in internal Phillipino politics as opposed to against the US. Of course, any intelligence official is going to say that compromising classified documents in any way is an assault on the US. Possibly the vetting didn't catch Aragoncillo because he still felt he was being a loyal American.
