The kind of thing

I like to read...
But so long as you think you are getting something for nothing, the politicians' shell game has worked and the welfare state can continue to expand.

If you really want to read the best Sowell books, read his Visions trilogy. They are: 1) A Conflict of Visions, 2) The Vision of the Anointed, and 3) The Quest for Cosmic Justice. Reading these three books will make you more consistent in your conservatism or your liberalism - Sowell is by far the greatest contemporary American intellectual. His simple yet elegant prose and analytical style appeal to me alot, so I presume it will appeal to other engineers as well.

Sowell says BR&WL is his most important work to date, but it's kind of a hodgepodge of all the research he's performed - since I've read most of it, it's really just a review for me. Still good, and highly recommended, but I recommend you read all his books if you can.

After I say BR&WL is not his best work, I forgot that one of the best essays I have ever read is chapter 3 of that book, the one on the real history of slavery. If you haven't read that one yet, you're in for a treat.
